Recent regulations and suggested best practices are pushing companies to move beyond training to achieve workforce competency. While some of the suggested practices such as Responsible Care® provide "high-level" requirements on a overall framework, they lack specific information on how to implement a detailed work process.
At the core, achieving competency means integration among training, personnel change, and procedure management. Not only do companies want a competent workforce, they also need to promote and support operational discipline.
To do this, conduct of operations needs to be integrated with workforce competency. Key elements include: Shift handover, operator rounds, operator logs, having sufficient operating and maintenance procedures, and providing personnel with job aids.
